Public Officers (Non-Advocates and Solicitors): Application for Appointments/ Re-appointments as Commissioners for Oaths (CO) for the period 1 October 2020 – 30 September 2021

The Singapore Academy of Law (SAL) invites officers in the employment of government ministries, departments, statutory boards and government-linked companies (“non-advocates and solicitors”) and court interpreters to apply for the appointment/reappointment of Commissioners for Oaths for the period 1 October 2020 to 30 September 2021.

To submit your online applications, coordinators are required to first sign-up for an Online Purchase Co-Ordinator (OPC) Account with SAL.  Please download the following form and scan and e-mail the completed form to [email protected]:

Online applications must be received by SAL by 31 July 2020.  Late applications will not be considered. Coordinators are encouraged to submit their application for an OPC early and to submit the CO applications early so that they do not miss the deadline.


To be eligible for appointment, first-time applicants must sit for a test questionnaire by attending a test session.  “Passing” of the test is a pre-requisite to appointment as Commissioner for Oaths.  Applicants are required to score at least 75% in order to pass the test.  Applicants may refer to the Commissioners for Oaths Manual (Non-Advocates and Solicitors and Court Interpreters) when completing the test.  Please note that your appointment will be rejected if the applicant does not attend the test session for any reason.  Please download the following form to register for the test session:

All Commissioners for Oaths will be issued with expiry date stamps for use on documents administered in exercise of their appointments.  Commissioners for Oaths are required to maintain a register of these documents, which shall be made available for inspection by the Secretary.  COs shall be required to furnish such information as the Secretary may require.

Non-advocates and solicitors pay an annual fee of $ 200 for each application and appointment or reappointment as Commissioner for Oaths.  This fee is comprised of $ 175 (Appointment Fee) and $ 25 (Non-refundable Application Fee).  In the event of an unsuccessful application or a withdrawal of application at any time and for any reason, only the Appointment Fee of $ 175 will be refunded.  Please click here for the COs Appointment Criteria.
